It appears that the Filter dialog that can be opened from the "Open Capture
File" dialog does absolutely nothing.  I assume that the intent is to
specify a filter to apply when reading packets from a file, similar to a
capture filter for a live capture.  Unfortunately, the filter dialog that
opens, entitled: "Read Filter" is completely inactive.  No buttons or text
fields seem to work.  Additionally, the "Read Filter" dialog looks
suspiciously like the "Display Filter" dialog rather that the "Capture
Filter" which I suspect it is supposed to mimic.  This behavior has been
present since at least 10.6
