I would not know where to begin to do that.

But, I think in the future (once done with the test phase) mate should
move to epan, at that point we'll need to register mate after all the
dissectors ( inc. plugins) are loaded.

I agree that relying on the sort order of any OS is wrong. However it
seems very hard to me to think of a sort order where "z" comes before
any other letter used to begin a plugin's name, and if someone
configures "z" to be anywheere in the alphabet but at the end I
believe he deserves trouble :-).
