However I guess your plugin doesn't have a gtk dependency, because you use the packet list to display the results.

At some point it'd be useful to allow some plugins to be written without any UI code, e.g. having them specify a table and fill that in, which would be printed by Tethereal and displayed by Ethereal. Those could also be made plugins if the plugin mechanism were extended to support taps as well as dissectors.
