In some sense, what we need to decode it is a dissector.  If you
contribute source code to a dissector for UNIStim, then, as long as it
compiles and doesn't have severe problems, we'd add it.

Without a dissector, we'd need a protocol spec, and probably a sample
capture for testing.  I can't say whether, given those, somebody would
have the time to develop a dissector (although I can say that I probably 
wouldn't have the time).
