Library repository updates don't have corresponding releases, for the
most part.  In the past we've had several releases span a library
update, and vice-versa.  Each tag creation in the library repository
should be accompanied by an update to $DOWNLOAD_PREFIX in win32-setup.sh
in the main repository.  Matching released sources to a specific library
repository tag shouldn't be an issue as long as that happens.
