Stop.
The autoconf/automake build path happens to make that file before doing a make in the "doc" subdirectory; the MSVC++ one doesn't.
I've added to doc/Makefile.nmake a rule for ../AUTHORS-SHORT-FORMAT, similar to the rule it has for making ../tethereal.exe.
