I've just checked the very latest version of GTK 2.4.10, which will become part of the next Ethereal release.

I think the thing you described was a bug in the former GTK 2.4.x releases.

Now you can press the "Create Folder" button, to get a new entry in the files list just below the "Name" column header. You can enter the new folder name and after clicking somewhere else (or pressing enter) the new folder is created and the dialog jumps into that folder.

I would think that's the same behaviour as in the windows dialogs, but of course, it's looking a bit different.
