A new prerelease Windows installer is available at

http://www.ethereal.com/distribution/prerelease/ethereal-setup-20041008105506.exe

It uses GTK+ 2.4.10 (which has been added to the ethereal-win32-libs
repository).  I haven't upgraded Net-SNMP because it required a bit of
fiddling to create the ZIP archive as I recall.
