If you want to do development on UN*X (or Cygwin - I infer from the "Makefile.in" and "Makefile" that you're either using UN*X or Cygwin) that involves adding new files, you should probably make sure you have autoconf, automake, and libtool (sufficiently recent versions of all of them - unfortunately

needs to be updated to indicate the versions that are currently needed, not the versions that were needed a while ago), and then add your tap to the top-level Makefile.common, run "./autogen.sh", re-run the configure script, and do a make.
