The lack of a "make-tapreg-dotc" file in the top-level source directory?
The 0.10.0a tarball I just downloaded has "make-tapreg-dotc" in the top-level directory. Try re-downloading it, re-unpacking it, and copying over the missing tools\Makefile.nmake file.
