I have installed pcre lib from :http://www.ethereal.com/distribution/win32/development/
and I did get it to work yesterday.
But I'm new to doing it on windows and may have messed something up, but I think it has got something to do with:

You don't seem to have PCRE installed (just like me). Just edit your config.nmake file and comment out the following line. like this:
#PCRE_DIR=C:\ethereal-win32-libs\pcre-4.4
This will disable PCRE completely.
