Are we talking about the same reorganization?

Yes, but I meant to say "packet" rather than "plugins".


  This sounds like it has
more to do with the proposal to make dissectors pluggable.

The question of whether to put the dissectors in subdirectories of a 
"packet" directory, rather than in "packet" itself, relates to making 
more dissectors pluggable, given that there are cases where one 
dissector has to be linked with another one.
