The Mac OS X standard appears to be to have a menu item under "View"
that's either "Hide Toolbar" if the toolbar is visible or "Show
Toolbar"
if it's not; it might also offer "Customize Toolbar...".
...and, at least for Mail, the sheet that "Customize Toolbar..." drops
down not only lets you drag items from it into the toolbar (as well as
having a default toolbar that you can drag as a single item), it also
offers an option menu to select whether you want icons and text, icons
only, or text only, and also offers a "Use Small Size" checkbox item to
use smaller icons. (If that sheet is active, you can also drag items
*from* the toolbar to remove them. And, delightfully, the sheet is
per-window modal but *not* application modal, so I can work on this
message while it's being displayed!)
I don't know how other GUIs handle this; I'll look at it when I have
time (and access to OSes running those GUIs...).
