Please find attached the patches which support the following two drafts:

  - draft-ietf-idr-as4bytes-06.txt
  - draft-ietf-idr-dynamic-cap-03.txt

Unfortunately, I couldn't find a way to detect the length of the AS
number correctly, and I added a preference by which users can select
the ASN length manually.

If they are okay, please commit them.
