I'm currently looking a bit through Makefile.am and saw the noinst_HEADERS
variable. What is the function of it? It looks like it should contain all
.h files in the directory, but it's obvious it hasn't always been updated
when dissectors with .h files have been added. In case I'm correct please
let me know and I'll update Makefile.am

I found out that "pro" means "instead of" (as in proconsul). Now I know
what proactive means.
