I have built the SNMP 4.2.4 libraries for Windows. I have also
provided instruction on how to modify the Ethereal build.

Gilbert, this is a new zip that contains an NSIS script that
installs the MIBs into the Ethereal install directory, thus
removing the problem of always wanting the "c:\usr\local\mibs"
directory. I am hoping that this can become part of the
standard build with changes to the CVS tree to require
this LIB.

Also I have done my own build of Ethereal from the original
0.9.3 source snapshot that includes the SNMP 4.2.4 libraries.
