There *is* a filter like that in the "Open" window.  That's what the
text box next to the "Filter" button is for.  That filter has
display-filter syntax, not capture-filter syntax.

We don't currently support "read filters" such as that in the "Capture
Options" window.  You *can* do that with Tethereal, though - you can
specify a read filter with "-R", even for live captures.
