It needs to be done. The "dissectors" dir should be a subdir under the
"epan" directory, since the dissectors will be part of "libethereal".
Some other miscellaneous files should be moved into the epan directory
also.

Eventually libethereal will become a shared library, as wiretap
currently is on Windows. Wiretap can be a shared library on Unix, too,
but I believe no one, including me, has wanted to make the time to muck
around with automake/libtool to make this happen.
