I don't think so. If you have only filter line and you select any expression to it, it automaticly filter other packets out. So you couldn't combine expression with another packets outside active filter. 



In the rare cases that you wanted a more complex behavior you could use
either of those and then cut-and-paste within the "filter" line.



I am using it often, so I write prepare line :-)



If the filter is empty then both "AND to filter" and "OR to filter" should
do the same thing.
