There's nobody who makes official plans to put support for particular
protocols into a given Ethereal release; there are only people who
decide to write dissectors for particular protocols.

I don't know of anybody working on the rest of the OSI stack; that
doesn't necessarily mean nobody is, however.

I think so.  Just about any new protocol dissector could be of use to
somebody....
