This patch adds some support to UDP Encapsulation of IPsec Packets
(http://www.ietf.org/internet-drafts/draft-ietf-ipsec-udp-encaps-00.txt).

1. It's not really tested - I don't have an implementation that supports
this yet.
2. It's a draft (so it might change - I'll try to follow)
3. I'd like to call the IPSec dissector (to dissect ESP or AH packets) after
I'm done with the header. How do I do that?
