Checked in (with some tag cleanups), along with changes to various
Makefile.am and Makefile.nmake files to build it.  "idl2eth.1" currently
isn't built by default; I don't think we're installing "idl2eth", so we
presumably don't want to install its man page, so I'm not sure what we'd
do to "Makefile.am" to arrange that it be built but not installed (or
maybe we *do* want to install "idl2eth"?).
