Yes. NSIS treats "custom" as the ability to select or unselect
any of the options. That's why "Shortcuts" is an option, when you would
normally expect it to appear in the next installation step, at least
if you're familiar with InstallShield packages, as most everyone is.

NSIS has no further installation choices after selecting the options
that
you want to install.
