If by "analyser" you mean "ethereal", yes it is available, and always will be.
Ethereal is licensed under the GPL.

The Unix Ethereal and Windows Ethereal use the same source code.
Download http://www.ethereal.com/distribution/ethereal-0.8.14.tar.gz

WinZip should be able to handle the tar.gz format, but you'll
probably want to download and install the Cygwin toolset... it's
a package of Unix tools that run on Windows.
