If by "analyser" you mean "ethereal", yes it is available, and always will be.
Ethereal is licensed under the GPL.

WinZip should be able to handle the tar.gz format, but you'll
probably want to download and install the Cygwin toolset... it's
a package of Unix tools that run on Windows.
