There's more then just prefs.h that cause problems when GTK+ isn't
installed. You also have to remove the capture.h, capture.c, file.h,
and file.c from the build since they require GTK+ stuff. I wonder if
these file should be moved out of the root directory to the GTK
because of these dependences.
I have modified the automake files to allow building without GTK+,
however I have been reluctant to submit them because I considered
the changes too ugly. I can send them to you so you can look at the
work I have done.

As a result of the published exploit regarding a buffer overrun
in the AFS dissector, I'll be releasing Ethereal 0.8.14 tonight.
I had been working on making the autoconf/automake scripts smarter
so that editcap and tethereal could be built and ethereal ignored if
the build platform did not have GTK+ installed. It turns out that
some code changes are needed because prefs.h uses some Gdk data types.
But those changes will wait until after 0.8.14.
