Does any H.323 traffic *other* than Q.931-inside-TPKT use port 1720?
(That port is, according to the page at

	http://www.isi.edu/in-notes/iana/assignments/port-numbers

assigned to "h323hostcall", which suggests that port 1720 is intended
for H.323 calls, presumably implying Q.931. It could, of course,
conceivably be used for other purposes, but that applies to most if not
all of the reserved and well-known port numbers, at least on systems
that aren't using them for their official purposes, so I'm not sure 1720
would need to be treated specially here.)

If not, is there any reason to make the dissector heuristic at all?
