You haven't installed WinPCap.  You need to look at
http://ethereal.zing.org/distribution/win32/ which has a link to
http://netgroup-serv.polito.it/winpcap/ for WinPCap.

Or you could look at the Win32 readme at
http://ethereal.zing.org/distribution/win32/win32-README.txt which also
explains what you need.
