Well, it might not be possible if packet-*.c used globals that 
packet-udp.c relied on. Neil might have been asking if there
problems with re-entrancy.

What is appropriate is to know a few dissectors, which, whether
or not simple and well-written themselves, can  act as guides for
producing simple, well written dissectors. packet-cops.c is
one I use.
