This is part of my problem (or to be precise Guy's help is part of
my solution). I had the display parameter as BASE_NONE as I was
not using a base. The README.developer document mentions that
the display parameter is used as the width, but I had somehow not taken
this in.

Once I started to use 8, or perhaps 8 * sizeof( flag_field ), things began to
look a lot better.
