I have uploaded the Win32 version of Ethereal 0.8.6 to 

http://ethereal.zing.org/distribution/win32/

The C runtime library reports an error if I try to open the Edit | Preferences
window. But everything else seems to work.

This is 0.8.6 plus the change I just checked in to disable the
real-time update of packets and auto-scrolling for Win32.

I have also put a link to this directory from Ethereal's binary package
download page at http://ethereal.zing.org/download.html
