For some reason, it doesn't seem to be detecting alot of the "Reply"
packets. For example, if I look at portmap requests when a service is
started through loopback, I often see 2 SET requests, followed by 2 UDP
packets that appear to be the reply, but they are not getting detected as
such. 

I haven't delved into the packet-rpc.c code too much, but this probably
needs to be looked at. 

I have attached a very short trace of local portmap activity caused by
killing and restarting ypbind. Note the reply packets after each of the
requests. (I don't know why it's doubled btw.)
