Hmm, well it looks like someone has beaten me to it.  0.7.6 has a BGP dissector.

In addition to implementing RFC1771 (BGP-4), it also implements features from 
RFC2283, an extension to RFC1771.  However, it does not completely dissect all
fields in RFC1771 and has bugs in some of the dissection functions.

If there is interest, I'd be glad to work with the author (Jun-ichiro itojun
Hagino) on the current code, or integrate the extensions from the current
code into my code (I prefer the latter).  What do people generally do in this
type of situation?
