I believe what it does is that if you have POP ignored, it will decode all
the way down to TCP, but won't go any further. Similar effect if you were to
ignore TCP/UDP/etc.

It's not extremely useful, but in some cases, can be handy. I can't think of
one at the moment, but I know I've used it in the past. 

I think that's equivalent to what you've said below.
