It originally showed up either in 4.2BSD or 4.3BSD, in <sys/time.h>; it
appears to be defined in "/usr/include/sys/time.h" on a Red Hat 6.0
system here (and that file says "This file is part of the GNU C
Library.", so it's probably in, at least, Linux systems with glibc2).
